TJJD is developing two new state juvenile correctional facilities in Brazoria and Ellis counties. The agency describes distinct focuses on high-risk behavior and intensive mental and behavioral health needs, and projects construction completion in the first half of 2029.

Additional buildings raise questions about what care will actually be available, how placement decisions will be made, and how far young people will be from family and community support. Capacity alone does not establish an individual client’s needs—or demonstrate that a proposed placement can meet them.

For defense teams, the practical question is how a proposed setting fits the individual: developmental history, disability, prior treatment, educational needs, family connections, and continuity of care. Agency descriptions should be considered alongside verified information about services and placement criteria.
These facilities are future projects. A construction timeline should not be treated as proof that a program is currently available or that a particular client will qualify. Crossroads will revisit the implications as implementation details become available.
